• System of Play – The tournament will be conducted as per FIDE laws of chess and FIDE Swiss System with 10 rounds in all the 3 categories. The latest FIDE rules in force shall apply
• For Indian Players, AICF registration for the year 2023-2024 is compulsory. To renew https://prs.aicf.in/players, To register – https://prs.aicf.in/new-register/
• For Karnataka players, KSCA registration for the year 2023-2024 is compulsory. To register – https://karnatakachess.com/player-registration/
• For foreign players, a valid FIDE Id is mandatory
• Players participating in category B should not have crossed a rating of 2000 in the past 36 months and players participating in category C should not have crossed the rating of 1600 in the past 36 months
• Appeals committee will be formed before the start of the tournament comprising of 5 members. Appeals committee decision will be final and will be binding on all the concerned players
• Tie-break: In case of tie. latest FIDE rules shall come into effect as per AICF guidelines. However, the cash prizes will not be shared. One player is eligible for one higher prize only.
• Protest if any, against the decision of the arbiter, chief arbiter shall be made in writing with a protest fee of ₹ 1000/- within 15 minutes after completion of the game to the committee. The protest fee will be refunded if the protest is upheld.
• Withdrawals: After informing the chief arbiter in writing, a player may withdraw at any stage of the event.
• Prize money will be transferred online mode and in INR (Indian National Rupee) only
• FIDE Fair Play Regulations will be in force, and players must respect the rules. Players are not allowed to carry mobile phones, wristwatches (of any type) and other electronic devices to the playing area, during the Tournament. There will be tax deductions of foreign players’ prize money as per the Govt. guidelines. Indian Income Tax Act and Rules will be applicable.
• Participation in this tournament will be accepted as the player’s consent to take photos, videos in this event for publishing and promotions.
• Certificate will be awarded to all the participants.
• Free Accommodation: All participants registered by paying the registration fees before 31st December 2023 will be provided free non A/C accommodation on triple sharing basis/dormitory accommodation for entire duration of the event subject to availability. Entries will be accepted at venue upto 17th January 2024 till 20.00 hrs. No request towards waiver of entry fee will be entertained.
• No waiver/no refunds: No request towards waiver of entry fee or waiver of late fee will be entertained. In case accompanying persons wishing to check out the room for any reasons, no refunds shall be granted by the organisers.
• KSCA registration: Karnataka Players who are registered with Karnataka State Chess Association on or before 30-11-2023 will be considered as players registered with KSCA
• Reporting for registration/tournament/accommodation : All Players to report to the volunteer at registration counter at the venue. for submission of entry form/payment details/confirming the entry/allotment of hotel for A and B category 1 pm on wards on 17th

January 2024 and for C category at 1 pm onwards on 22nd January 2024. The accommodation to the players will be allotted on receipt of acceptance of registration applications well before arrival and players and will be intimated by email/ mobile messages provided by them in the entry form and also details will be posted on the tournament website www.blgrgmc.com. All players and accompanying persons should carry their valid Ids in original.

• Transport to venue and back: On the day of arrival, players have to reach to the registration counter of at the venue on their own. During the tournament days there will be transport arrangement from the hotel to the venue sharp at time specified as per circular available with the hotels.  The

1. players will be dropped back at hotel after completion of the last round of the day in trips on first come first drop basis.
2. On the last day of the tournament, players will be dropped at their hotels and they have to check out before 8.00 am on 27th January 2024 in case of A and C category players whereas players playing only B category should checkout at 8.00 am on 22^ndJanuary 2024 itself so that rooms can be allotted on same day to C category players. Any extension of accommodation may be directly dealt with the hotels. The player has to arrange own transport on the departure day. Players who are in hurry to catch flights/trains or busses on the day of PD function , may make their own arrangements in advance for their drop from the venue to their desired destination. Players of A and C categories checking out on 26 th January 2024 itself, should inform the organisers about the same so that room can be returned to the hotels.
